Dr. Wael ElRayes is a distinguished figure in the realm of healthcare administration and global health security. His multifaceted expertise and extensive experience have made significant impacts in academia, public health, and international collaborations.
Dr. ElRayes holds a myriad of leadership positions across academia, public health, and international organizations. He serves as a faculty member in the Department of Health Services Administration and Policy at the College of Public Health, University of Nebraska Medical Center, USA. Additionally, he co-directs the Center for Global Health and Development (CGHD) and directs the Master of Health Administration (MHA) Program at the same institution. His leadership extends further as the Chair of the Professional Conduct Committee (PCC) and as a Scholar at the Global Center for Health Security (GCHS), demonstrating his commitment to excellence in education, research, and ethical standards.
Dr. ElRayes's professional journey is marked by a rich tapestry of experiences, including roles in healthcare management, strategic advisement, and program development in the governmental, public, and private spheres. His leadership roles with the Ministries of Interior and Health and Population underscores his expertise in strategic planning, program evaluation, and capacity-building efforts in healthcare systems. Notably, he served as the Program Manager of the Training, Simulation & Quarantine Center (TSQC), overseeing the establishment of advanced clinical simulation training programs and the first national quarantine unit in the USA
Dr. ElRayes's impactful contributions extend to research and program management, where he spearheads initiatives aimed at enhancing health security capacities globally. As a Program Director and Principal Investigator, he leads several projects focusing on biosafety regulation, biological waste management, and health security education.
Dr. ElRayes's global impact is evident through his extensive engagements and affiliations with international institutions and organizations. He serves as a Visiting Professor at Ain Shams University, Cairo, Egypt, where he contributes to capacity-building initiatives and knowledge exchange in disaster management and health security. He serves as the Advisor for Development and Research for Hope Foundation for Women and Children of Bangladesh where he leads plans and leads refugee health focused research and interventions. Furthermore, he plays pivotal roles as a Fulbright Scholar Liaison and a Member of the Board of Directors for the Nebraska Fulbright Chapter, fostering educational and cultural exchanges between nations. His leadership as the Chair of the Board of Directors for the MENA Health Security Association (MHSA) underscores his dedication to enhancing health security awareness and practices across the Middle East and North Africa region.
Dr. ElRayes boasts an impressive academic background, holding numerous degrees and certifications that underline his commitment to advancing healthcare, public health, and health security practices. He earned his Bachelor of Medicine and Surgery from Cairo University, Egypt, in 1996, laying the foundation for his illustrious career. Subsequently, he pursued professional degrees in Healthcare & Hospital Management, Human Resources Management, and Global Strategy for Hospital Hygiene from esteemed institutions such as the American University in Cairo, Egypt, and Claude Bernard University Lyon 1, France. His academic journey culminated in the attainment of a Doctor of Philosophy in Health Services Research, Administration, and Policy from the University of Nebraska Medical Center, USA.
